Begin with a half-day guided city tour through historic and modern Dubai. See Jumeirah Beach, ride the Palm Jumeirah monorail one way, then continue to Dubai Mall, the Dubai Fountain and the Burj Khalifa 124th-floor observation deck in non-prime time.
